FWIW . . . theres a report out suggesting that Evans left the Bucs, in part, because he and his agent overplayed their hand/misread the market for Evans services and in part because Evans was leaving no matter what:
"Previously, Breer spoke about Evans being San Francisco’s third choice receiver in free agency.
On Monday, when Evans hit free agency, he did not strike a deal with San Francisco right away. During the few hours or so after the free agency bell rang and before an announcement of Evans’ new contract, a report circulated that one NFL unnamed team was offering Evans $27 million on a one-year contract. It wasn’t the 49ers.
Breer told The Rich Eisen Show this week that information came from Evans’ camp and “there were some teams that didn’t believe that to be the truth.”
The Bucs reached a point with Evans, per Breer, where their attitude was “Well, do you want to come back here or not?”

Competent OC in Robinson. Healthy Oline - Mauch, Bredeson, and Wirfs collectively missed like 86 games last season, (LOOK IT UP). Healthy WR corps - Evans, Godwin, McMillan, missed a collective 93 games last season (LOOK IT UP) An improved defense. Tampa should be the clear favorites to win the division next season.

To balance this out keep in mind that the Saints added Etienne, Fant and Edwards to their offense. On defense they basically STOLE back K. Ellis from the Falcons and will be playing next to Warner.
The Saints have 8 draft picks too (1, 2, 3, 4, 4, 5, 5 ,6)
The Panthers focused on depth on offense with the exception of Fortner who is a great bargain for them. Still adding the powerhouse that is Dillon along with the speed of Metchie is a concern even if they are depth. But on defense they landed Phillips and Lloyd teamed with Wallace and Scrouton gives them a very scary LB room.
Panthers have 7 draft picks (1, 2, 3, 4, 5, 5, 6)
The Falcons added depth on offense like the Panthers (with Dotson, Zaccheaus) but bring back Hooper gives them a 1-2 combo in the passing game with Pitts again. And they signed Tua. Their defense added a lot of impressive depth players with Williams, Hand, Ebukam, Holmes and Ojulari. Christian Harris helps them off set the loss of Ellis.
Falcons have 5 draft picks which is why they were aggressive adding free agent depth. (2, 3. 4, 6, 7).
Right now the Bucs have fallen behind with the rest of the NFCS teams based on their free agent activity and the Bucs do not have enough ammo through the draft to pull away from the rest of the division. The Bucs need to wake up and be more active in free agency because the rest of the NFCS teams can be improved through the draft too.
