It all depends on how the new regime feels about Glennon, and none of us know that. If they like him, then just adding a vet backup like Cassel or McCown makes the most sense. If they're not impressed by him, then it all comes down to how they have the QB's graded. If Garoppolo is graded close to Carr, which is where I'd put him, then the smarter play would be to spend our second on him rather than a first on Carr.
What gets confused sometimes is when a coach uses the term "athletic". Mike Glennon IS athletic; has a real strong throwing arm even by NFL standards, and he CAN run, just doesn't run like a shorter guy when it comes to change of direction. I've no doubt getting a better knee bend and loosening in the hips, as well as developing a quicker first step will all be worked on this off-season. He won't become Darren Sproles, but he can definitely improve with practice.

Look, I like Glennon and want to see us give him a shot because he might have something there. But he in NO WAY IN HELL has a strong arm. WHen his mechanics are on, he can make the throws he needs. But he is not that natural cannon. Don't pretend he is something he's not.
