So many bargains in the 2nd week and the Bucs should be pouncing on them given they are penny pinching for no solid reason.
Eagles are trading for Andy Dalton. Eagles are surrendering their 2027 7th round pick to the Panthers. Panthers had recently signed Pickett so they are moving on from Dalton.

They have cap space and can generate more but they are choosing not.
Why?
One reason would be they want to play out those big contracts they could restructure
Playing out a contract is playing with fire. Because it means you may end up paying more. Prematurely extending a contract can be costly but McCollum might redeem himself. But on the flipside the Bucs dragged their feet on the Otton contract when they know they were going to sign him anyways and they ended up overpaying on top of it too. If it was forgone conclusion Otton was returning well they should have extended him last off season. But like I said the Bucs did not anticipate Evans playing elsewhere so how are they using that money now? My point is even if Evans did sign with the Bucs the organization was still going to re up Otton, sign Anzalone, Robinson, KG, etc. It is not like these players are plan B due to Evans leaving as they weer clearly targeted players by the Bucs FO.
So what are the Bucs going to do now with the cap space slotted to go with Evans?

To be fair, they tried to pay for Evans. But he wanted nothing to do with the team if Bowles is still HC. Who knows how many other FA’s told the organization to kick rocks.

the point of my question
SR write an article suggesting no big FA without trade due to cash budget and cap. They didn't trade any of the people he suggested but they aren't paying Evans and maybe next LVD ... and they only refinanced one player (SR predicted only as needed) so they aren't doing anything that would suggest more FAs are coming, except maybe value guys.
That has been the mode for 4 years. Dead cap gone. The only thing left is wanting to bleed out remaining contracts
