Yes, both Shaq and JPP dropped into coverage occasionally. All 34 OLB’s do at some point. But those guys didn’t drop near as much as JTS, for example, does. The guys that excelled at rushing the passer did that way more often than scrubs like JTS.

these edge players drop more often because they aren’t beating guys one-on-one and getting to the QB.
The zone blitz is a called play involving other players. In 2020 Bowles had JPP drop in coverage even more than Barrett (theres a reason for that and for both of them dropping and it was NOT "they are not beating guys").
And, in 2019 Barrett is playing for a contract.
