Was Lovie the worst coach in Bucs history?

Throwing this question out to older fans honestly. Obviously, I'm aware of the bucs terrible history, but from my understanding, past coaches were limited by free agency rules and a bad owner (I could be wrong on that). The more time goes by, the more I have started to really wonder if Lovie was the worst. He had complete control. He had the support of owners. They bought his guys. We literally spent two seasons looking unprepared every week. A 6 win season may look more "mediocre" then average, but anyone who watched the team could see how bad this defense really was. My question is, was Lovie truly the worst coach you guys have seen? If not, where does he rank in your opinion.
