Why is Mike Jenkins still listed as a starting CB?

Why does this guy seem to be just getting handed over a starting job? He's been hurt all camp and hasn't really proven a single thing. It's not like he's been a great CB in the past and we can count on him to be good when healthy like Verner. I'm just confused on why so little has been said about this because it really doesn't make any sense to me.
