The legal tampering period of NFL free agency is coming up just under a month from now on March 16th as teams get their plans set for what new players that want to sign to their roster and what current players they would like to retain.

The Bucs have some of their top pieces on both sides of the ball set to hit the market this offseason, including the most important position in football. CBS Sports’ Pete Prisco made a list of the top 100 free agents this offseason, and of that number, five Bucs made the list.

Outside linebacker Shaq Barrett was the best ranked Buc and the only Buc to make the top 10 as he came in at number nine, while Jameis Winston just hovered outside the top 10 at 11. The three other Bucs include receiver Breshad Perriman at 42, defensive tackle Ndamukong Suh at 59 and outside linebacker Jason Pierre-Paul was ranked 61st.

This is what Prisco said about each pending Bucs free agent.

9. Shaquill Barrett – Tampa Bay Buccaneers LB

“The Bucs will likely use the franchise tag on him to retain him after his breakout season in 2019. They would be foolish to let him walk after he led the NFL with 19.5 sacks. But is he a one-hit wonder? That’s why negotiations will be tricky.”

11. Jameis Winston – Tampa Bay Buccaneers QB 

“Yes, he throws a ton of picks. But he also throws for a lot of yards and touchdowns. He’s still relatively young as well. The Bucs are considering bringing him back, and it means using the franchise tag to do it.”

42. Breshad Perriman – Tampa Bay Buccaneers WR 

“His end-of-season performance will help his stock on the market. He can run, which teams need. At 27, he will find a good contract because of his big-play ability.”

59. Ndamukong Suh – Tampa Bay Buccaneers NT

“He was a big reason why the Tampa Bay defense was outstanding against the run last season. He might not get a mega-deal, but a team in need of help inside should give him a long look.”

61. Jason Pierre-Paul – Tampa Bay Buccaneers DE

“He has 21 sacks the past two seasons, even though he missed six games last year with a back injury suffered in a car accident. He is 31, so age is becoming an issue.”

Has Winston ever made a playoff appearance or won a playoff game? Tennessee ruined Mariota with 5 offensive coordinators in 5 seasons. You really can’t compare the two. One is a game managing winner and the other is gun slinging turnover machine loser.

One is a “game manager”, i.e., Trent Dilfer who depended on the defense to get to the playoffs and hasn’t sniffed it since, and one is indeed a gun slinger turnover machine who can make throws the other can only dream about. One is also a china doll, often injured, and when hit repeatedly is a deer in the headlights. One is tough as nails and wants to win so badly he makes bad decisions. This year is the first year that the league will allow teams to use both the Franchise Tag and Transition Tag….
My gut tells me the Bucs will use the Franchise Tag on #9 Shaq Barrett and the Transition Tag on #11 Jamies Winston. If you would have asked me this in November I would have said Franchise Tag Winston & Transition Tag Barrett. However when Winston began throwing Int on the 1st series of every game his stock fell. IMO

There’s a small clause in this Final Year of the CBA which allows this…..
I am sure that Arians & Jason Licht know this and will use it to leverage negotiations.
Shaq Barrett had one great year, So do we pay him Khalil Mack money or Chandler Jones? And Winston is Winston what else can I say!!!

Only if there is no new CBA in place (which is getting more and more likely) – if so, only the franchise tag can be used. I would think they would use the franchise tag Shaq to see if he can repeat, and use the transition tag on Winston so they can see what is behind door number two, and then decide whether to match an offer or walk and get the two 1st round picks. It will be interesting.

Transition tag doesn’t have compensation attached, the non-exclusive franchise tag does however.

This offseason is going to be interesting for the first time in years. Management (including the coaches and the GM) are going to have to make a lot of decisions that will have impact on the team for a few years. The team showed signs of life in the second half of the season, but crazy QB play doomed them in the end. I’d say the team started looking good half way through the year because the young defense learned and got better. The last 2-3 games Winston had no WR’s to throw to, not to mention he had a broken throwing hand and torn meniscus. Just to put it into perspective.

To clarify – I agree fully with you Austin. Winston played marginally better when they were on that four game winning streak, but the defense played markedly better when they dumped Hargraves and put in rookies. It took a few weeks but the play greatly improved, especially when JPP was back on the line.

The Perriman ranking, I don’t get. He was, pretty much, invisible over the first half of the season. And much his statistical record got a boost over those last 3 games when Evans and/or Godwin were out.

It’s one guys opinion on top 100 free agents.
I strongly disagree with JPP being so low on his list.
I predict JPP will get one of the top 20 Average salary for next year. Because of his age, it will not be as long as others but 61st best free agent – really! No!

And for all the fans saying Winston is a better choice than Brady or Rivers, this guy has
Brady at #4 overall and Rivers at #6 overall.

A general list with all positions is ridiculous. It should only be by position. Also, Rivers and Brady make it so high because they are HOFers. They are not #4 and #6 for every team, it’s got to be a team where they won’t be on their rear end constantly.

Let’s get this going. Get Barrett nailed down. Franchise Winston. (We know they are going to do it, might as well accept it) And let’s get him some help on the offensive line and in the backfield. I know they cannot bring back everyone, but I am hopeful that they will bring back Carl Nassib and JPP. Perriman would be great to get back too. I would hate to lose Howard, but I sense he has no future on this team. Trade him to the highest bidder. Hopefully, at least a 2nd day pick.

Winston will be extended 3 or 4 years I bet not the franchise tag.

Howard can go and not be missed. That’s Partly because he’s not used much in Arians offense but bigger part is he isn’t that good. He ran horrible routes and caused lot int. 2019. He played like crap most of the year.

I know I’m gunning for some thumbs down here… but I’m just confused as to why we can’t incorporate OJ into the Buc Offense a little better? I think if he goes elsewhere where he is used better to take advantage of his talents he will become a very solid TE and perhaps an eventual All-Pro TE…I think if we give him 1 more season he might grow into the TE most thought he would be… I’m just saying…

He is a fantastic talent. But BA’s offense does not use TEs for receiving. They are used for blocking. Lots of Teams would love to have him, and they will certainly entertain a trade but will they pay the market rate? Last year it would have been a first or second. I think this year we will be lucky to get a 3rd or 4th. Or Teams will wait for us to do something stupid like cut him. We are not good at trades, so I have my fingers crossed. I say sign all 5 of them. Addition by subtraction has never worked for the Bucs. Everyone needs to wake up about Winston’s value to the Bucs. I would laike to see him behind a better O-line with a running game to go with it.

Buc-Up: This is the last year of the collective bargaining agreement between the league and players. Thus the Franchise tag and the Transition tag can both be used. If the Bucs can’t negotiate a deal with Barrett and Winston if they so chose then both tags can be used on them.

According to this list the Bucs should have no problem re-signing Suh, JPP and Nassib while locking down Shaq.

So it comes down to the QB situation with Winston or do they flirt with another QB?

And yes upgrading the OL is a must. Can’t emphasize this enough.
