I disagree with the main part of Simms take (Point #2 below) but Point 1 is reasonable under the circumstance, even Shanahan acknowledges that.
Point 1 - INJURIES
Former Tampa Bay Buccaneers wide receiver Mike Evans has been limited during the San Francisco 49ers’ training camp due to a strained left quad. “I think everybody in the league is going, ‘Oh, man, they’re gonna depend on him? Can you depend on him now?'” Simms asked.

So, we're always going to spell guys. But hopefully, he's got a little quad right now, which I know Mike probably believes he could be back right now. We're being smart with him, but he's going to be good to go."
Point #2 - the SF offense is WRONG for Evans.
“And then even before that, even bringing up just the physical ability of Mike Evans, the other thing I know I question, and I know a lot of people in the league question too, is, does he even really fit with how the 49ers play?
I mean, we’ve watched Mike Evans our whole career. He’s been a guy that’s been on the outside, down the field, comebacks, post, go routes. Throw it up, he gets it, 20-yard curl routes, that’s how he works. Brock Purdy isn’t that kind of quarterback.”
Simms added, “We don’t sit there and wax poetically about Purdy and go, ‘Woo, look at that laser on that 20-yard out route he threw right there. Woo, look at that bomb that he threw there… so he’s not that kind of guy, and is Mike Evans the guy that can go over the middle consistently? ‘Cause we know that’s where the 49ers live… The Mike Evans thing [is] certainly a big question mark.”

But, I think Simms is missing that Evans doesn't really play that game as much these days AND to his credit he became a pretty good over the middle force when Godwin went down. I think Evans can really thrive with the 49ers, if he can stay healthy. He may even get better deep looks with Shanahan and play action to CMC

IMHO M1K3 (now Mik5) left TB because of an absolute mediocre HC in Turd Bowels. No confidence in the HC. No confidence in his defense. No confidence in a team wafting in the winds of mediocrity with absolutely no chance of reaching the mountaintop in his limited time left in the NFL.

I think BucBalla85 is spot on with the multiple reasons and at least two different reporters who cover the team have referenced Evans goal of a 1,000 receptions and the impact of Egbuka
To me the more interesting take is the one about Evans fit in the 49ers offense. Evans played over the middle more recently and played well and who would doubt Shanahan's ability to adapt the offense? hes is a good place wirh the 49ers, maybe the best place. If he cna stay healthy he should KILL it.

I think that definitely increased the odds of him being done in Tampa not too distant future after that. We can also be honest that from a perspective it wasn't the wrong move to take a wr there. Younger and cheaper at that position and still get production. Egbuka needs to produce to completely justify the selection but he had a pretty good rookie season. Needs to build off of it and then the other receivers need to step up. Godwin should get more opportunities. We also got other young players like McMillan, tez and hurst to get some reps too. Evans here is a lot of mouths to feed. Getting younger and faster at the position is not a bad way to go from a buc perspective. Healthier naturally. Open up reps for the young players. And then like I said I don't blame mike from a overall success pov. Get his numbers win games maybe a super bowl. No one should be too upset.

He's just not a hc. He's a decent dc. Always has been good there not so much as a hc. There's more responsibilities there that he doesn't do a great job at. Which definitely impacts the outcomes of the games. The glazers, jason Licht, and bruce arians handed the wrong guy the keys. I don't care if he is their buddy.
