There's a massive delta between "productive starter" and actual good cornerstone players.

Devin White was both an awful pick and a productive starter.

Roseman finds all-pro type players often... Licht finds serviceable players that can start for a team that lacks depth.

Agreed. Roseman also has hired two different coaches that won a Super Bowl. He’s clearly better than Licht.

But I think Licht does his best work drafting beyond the first three rounds post 2021 which I would argue is what Licht has improved dramatically and helps the team compete just as much if not more.  Drafting isn't just about starter quality players as you need depth too.

Walker, Roberts, Johnson, Irving, Klein, Culp, Dennis, Durham, Hayes, Otton, McCollum, Kieft.  Finding UDFA finds like Tucker, Williams, Izien, Jackson,  JJ Roberts, and Chukwuma helps off set Licht's free agent downfalls the last 4 off seasons so far and that trend is highly likely to continue.

If Licht wasn't so stubborn and use trades like Howie does the Bucs could land an upgrade at third edge rusher without having to burn draft capital again.  4th on Walker last year, 2nd on Braswell the year before, Diaby in the third, and JTS in 2021.  2022 was the lone year the Bucs did NOT draft an edge rusher and this is a huge weakness for Licht. 

Licht should definitely trade for a proven edge rusher if it only takes a 4th or 5th to secure a vet to team with Diaby, Muhammad, Walker, and Nelson.  No brainer.
