I disagree. The Glazers put their faith in Licht. That's evidenced by them giving the extension to both Licht and Bowles at the same time. And by not firing Bowles after last season they're basically saying to Licht "You wanted him you got him. We're not changing our mind after six months."
The Glazers have tons of faith in Licht, but there is another way to read what you are describing and that is that they are on the same page, Glazers and Licht.
Glazers extend Bowles then and keep Bowles now because Bowles is willing to coach the team through thee loss of Evans, the retirement of Vea, the retirement of LVD . .. Godwin next. Even the potential loss of Mayfield, although I dont think that happens.

They are obviously another year out with another draft to change over the SB roster. But at the same time they do not need a mediocre caregiver like Bowles to follow through that transition. There are coaches like him a dime a dozen throughout the league that would cost a lot less.

Bowles first season is without his own staff, his first draft move as a HC is to allow the team to trade back to acquire picks . . Carlton Davis gone, go with McCollum. Force Dean out to save $. He is as team first as they come.

FWIW here is Josh Q describing difference again, this time in the context of Mayfield's suggesting that the Bucs wouldnt franchise him because of the CAP (not cash) implication:

The Bucs do defer some of their contracts and create dead cap. Just not to the extent of the biggest spending teams. They don’t spend enough real cash to have to defer most of it in order to stay under the salary cap. Should it get there, a few restructures here and there will allow Tampa Bay to easily account for both his tag number as well as his dead cap acceleration from this contract.
This is again trying to put a PR spin on things that have no relevance. The Glazers have always favored this approach since ever they bought this team. That is their choice because they are the owners. This has been true since the days of Rich McKay, Jerry Angleo, Tim Ruskell, etc.
Bottom line is the Bucs had a chance to use cap space aka which is considered free money according to Josh's point of view to sign up some players or re up some players this season so next season makes it easier.
Licht did a complete 180 as soon as Evans declined his very, very generous offer and I suspect it has to do with the fact the Glazers are not certain with the future of Bowles and Licht.
They are not going to do a repeat of Bruce Allen and Gruden that is for sure.
