Does Licht and Bowles have the capability to bring in players either through the draft or free agency that will make the Bucs a "long playoff" team?

Elite players don't enjoy playing for non-competitive teams.

The OC position under Bowles was always plan B for the top OC candidates. Mainly because of Bowles, Licht and Mayfield.
